The Galveston County Health District (GCHD) is seeking an experienced and strategic Procurement Manager to lead and oversee all purchasing operations for the organization. This high-impact leadership role ensures compliance with applicable laws and policies while advancing efficient, ethical, and cost-effective procurement practices that align with our mission to protect and promote community health.
Procurement Oversight & Strategy
Lead and manage all procurement activities including vendor contracts, supply acquisitions, and service agreements.
Ensure adherence to federal, state, and local procurement regulations and internal purchasing policies.
Develop and manage competitive bidding processes and vendor relations.
Strict RFP, RFI, RFQ processing.
Present contract recommendations and purchasing strategies to executive leadership and governing boards.
Operational Leadership
Supervise and support a cross-functional team including Buyer, Inventory Specialist, Courier Technician, and contractual agreements.
Oversee daily courier services and ensure seamless operation of purchasing functions.
Maintain emergency preparedness contracts and vendor agreements.
Departmental & Fiscal Coordination
Assist in departmental budget development and administration.
Provide procurement guidance and budget insights to internal departments.
Support disaster response efforts by ensuring rapid, compliant access to resources.
Hire, train, schedule, and evaluate staff performance.
Foster a collaborative and high-performing team culture.
Ensure consistent cross-training and uphold service excellence standards.
Develop strategies for employee retention and departmental growth.
Required:
Bachelor’s degree or equivalent experience in public sector procurement.
Certification (or eligibility) as a Certified Professional Public Buyer (CPPB) or equivalent.
Minimum 10 years of procurement experience, including at least 2 years in a supervisory capacity.
Demonstrated knowledge of public sector purchasing laws and best practices.
Proficiency in Microsoft Office and procurement software.
Excellent communication, leadership, and problem-solving abilities.
Valid Texas driver’s license and ability to travel locally as needed.
Preferred:
Experience in public health, government, or similar regulatory environments.
Track record of driving innovation and efficiency in procurement processes.
Desirable Attributes:

Adaptable under pressure with strong interpersonal and negotiation skills.

Must comply with immunization, background check, and drug screening policies.
Completion of ICS and emergency preparedness training required.
